On February 2025, Ohio State Representatives Anita Somani and Tristan Rader, both Democrats, introduced the "Conception Begins at Erection Act." This proposed legislation seeks to impose fines on men who engage in unprotected sexual intercourse without the intent to conceive a child. The fines are structured as follows: $1,000 for the first offense, $5,000 for the second, and $10,000 for subsequent violations. Exceptions are provided for sperm donation, masturbation, and sexual activities within the LGBTQ+ community. Of course.

The primary aim of this bill is to highlight perceived disparities in reproductive legislation. Rep. Somani, an obstetrician-gynaecologist, stated, "If you're going to penalize someone for an unwanted pregnancy, why not penalise the person who is also responsible for the pregnancy?"

Rep. Rader added, "This bill highlights the vast inequalities in how we talk about men's bodies versus how we talk about women's bodies."

Critics argue that the bill is a satirical response to stringent abortion laws and is unlikely to pass in the Republican-controlled legislature. Republican activist Austin Beigel described the proposal as "a mockery of the most basic biological concepts."
