Joe Biden is not good at keeping secrets; he supposedly has signed off a plan to focus the US' nuclear strategies upon the threat of China's nuclear arsenal which is set to rival the US. As well, there is the possibility of China, Russia and North Korea joining forces, who must be deterred simultaneously:

There are no details leaked about how exactly this is going to be done. It would have been a good idea not to have Russia as an enemy, but the neo-cons and Democrats want war with Russia, come what may. So, unless Trump becomes president, it is going to happen, one way or another.
