Behind the Mass Casualty Planning Scenario, By Charles Taylor (Florida)

Four members of the US Congress want to put forward a constitutional amendment to allow the normal election process to be bypassed if a mass casualty event occurs. This is an event that kills a substantial number of representatives. In terms of politics this is interesting since most political systems deal with replacement of one or so members, but the deaths of scores, if not all, is an unknown. Their idea is that the chief executive of the state will appoint a replacement member until the time a new member can be elected. In principle that method could deal with the mass death scenario.

The more interesting question is why this is being considered now, and not decades ago, or even a century ago? There have been past continuity of government plans, but these have not usually considered mass deaths, even those plans during the Cold War period. The feeling at natural news.com, and Infowars.com, is that this time round, the threats of terrorism are very real given the number of enemies America and the rest of the West, has now accumulated.
