Australia's New Emergency Alert System: A Good Idea That Still Carries Unintended Consequences
Australia's new national emergency warning system, AusAlert, is founded on an entirely sensible principle. In an age of increasingly destructive bushfires, floods, cyclones and even potential terrorist incidents, governments need the ability to warn citizens quickly. The tragic lessons of the Black Summer bushfires demonstrated that delayed or missed warnings can cost lives. If technology can provide near-instant alerts to millions of people in danger, it would be irresponsible not to use it. The objective is sound, and in genuine emergencies such a system could save many lives.
Yet good intentions do not eliminate unintended consequences. Indeed, one of the oldest lessons of political philosophy is that every expansion of state capability, however well motivated, creates new risks alongside new benefits. The recent national test of AusAlert illustrates this principle perfectly.
The system itself represents a considerable technological advance. Rather than relying upon conventional text messages that can be delayed by network congestion, AusAlert uses cell-broadcast technology to send warnings simultaneously to compatible mobile devices within a defined geographic area. Phones emit a loud siren, overriding silent mode and "Do Not Disturb" settings, ensuring that critical warnings are difficult to miss. The system was developed following recommendations arising from the Royal Commission into National Natural Disaster Arrangements after the devastating 2019–20 bushfires and is scheduled for full operation later this year.
From a public safety perspective, this is a significant improvement. During rapidly evolving emergencies, minutes matter. A warning that reaches thousands of people simultaneously may allow families to evacuate before roads become impassable or fires overrun communities. Few Australians would argue against improving our capacity to respond to genuine disasters.
However, technology rarely delivers benefits without costs.
One immediate concern emerged even before the national test took place. Domestic violence organisations warned that many victim-survivors keep hidden mobile phones as emergency lifelines, concealed from abusive partners. A compulsory alert sounding from such a device could reveal its existence, placing vulnerable people at greater risk. Government agencies advised affected individuals to switch these devices off before the test, but the very need for such advice demonstrates that technologies designed to enhance safety can simultaneously create new dangers for particular groups.
Other problems also became apparent. Thousands of Australians reportedly failed to receive the alert because of incompatible devices, outdated operating systems or other technical limitations. Rural coverage remains uneven in many parts of the country, and older mobile phones often cannot support the new technology. These shortcomings are precisely why testing is valuable, but they also remind us that no technological solution is infallible.
There is also a broader national security question that deserves careful consideration.
Any nationwide communications system capable of overriding millions of devices inevitably becomes an attractive target for hostile actors. Cybercriminals, hostile states or sophisticated hackers would undoubtedly view such infrastructure as a valuable objective. Even if the system itself proves highly secure, governments must continually defend against evolving cyber threats. Modern infrastructure increasingly depends upon digital resilience as much as physical resilience.
Equally important is the question of mission creep.
Emergency warning systems are created for exceptional circumstances. Yet history repeatedly shows that powers introduced for genuine emergencies often expand beyond their original purpose. Surveillance technologies initially developed to combat terrorism later become tools for ordinary policing. Temporary emergency powers become permanent administrative arrangements. Databases assembled for one purpose are gradually used for others.
None of this means AusAlert will necessarily follow the same path. But prudent citizens should always ask not only whether a technology serves a worthwhile purpose today, but also how it might be employed by future governments with different priorities and different understandings of what constitutes an "emergency."
The definition of emergency itself is capable of expansion. Bushfires, cyclones and floods command almost universal agreement. Beyond those obvious cases, however, the boundaries become less clear. Public health crises, biosecurity incidents, civil unrest and terrorism already fall within modern emergency planning. Future governments may be tempted to broaden the circumstances under which nationwide alerts are considered appropriate. The technology itself does not determine those boundaries; political decisions do.
This illustrates a more general truth about technological civilisation. Every new capability strengthens the state's ability both to protect and to intervene. Most citizens naturally focus on the protective function because that is the immediate and visible benefit. Far fewer pause to consider how the same capability might operate under different political circumstances decades into the future.
None of these concerns justify abandoning AusAlert. Australia is a continent regularly exposed to natural disasters, and an effective warning system is an important component of national resilience. But they do justify maintaining a healthy scepticism whenever governments acquire new technological powers, however benign their initial purpose may appear.
Good public policy requires balancing competing goods rather than pursuing one objective to the exclusion of all others. Safety matters. Privacy matters. Security matters. Individual liberty matters. A mature democracy seeks to preserve each of these values rather than assuming that improvements in one automatically justify reductions in another.
AusAlert may well save lives. Let us hope it does. At the same time, Australians should remain attentive to its limitations, vigilant about its security, and cautious about any future expansion of its purpose. The challenge is not simply building technologies capable of protecting citizens. It is ensuring that, in protecting us from external dangers, we do not gradually create new vulnerabilities or surrender liberties that may prove difficult to recover.
