There is something irresistibly fascinating about the idea of a vast survival bunker beneath the White House. It belongs equally to the worlds of Cold War history, conspiracy literature and disaster movies: nuclear warning sirens sound, the President disappears through a concealed doorway, races down a staircase and emerges in an underground command centre capable of surviving Armageddon.
Michael Snyder has drawn attention to the increasingly public evidence that major underground construction associated with the new White House ballroom is much more than routine foundations and plumbing. Whatever mysteries remain about its precise capabilities, there is no longer much mystery about the basic proposition that a substantial hardened facility is being constructed beneath the complex.
Indeed, the latest public information makes the term "conspiracy theory" rather misleading. The National Capital Planning Commission plans reportedly indicate an underground area of around 22,000 square feet, while litigation surrounding the ballroom project has disclosed descriptions of bomb shelters, military facilities and a medical facility. The Trump administration itself argues that the underground works are critical to presidential and national security. What remains secret, understandably, are many of the technical details.
There is nothing inherently sinister about any of this. Quite the opposite. If there is one person whom the United States needs to keep alive and communicating during a national catastrophe, it is the President. Continuity of government is not some luxury for politicians. In a nuclear crisis, the destruction of national command authority could make an already catastrophic situation considerably worse.
The White House has had underground protection since the Second World War. The Presidential Emergency Operations Center, or PEOC, was constructed beneath the East Wing during Franklin Roosevelt's presidency and subsequently upgraded. It became publicly famous after September 11, 2001, when Vice-President Dick Cheney and other officials were taken there. The new construction appears intended to replace or substantially modernise that ageing infrastructure.
So far, so sensible. But there is an obvious strategic problem with the popular image of the presidential bunker. The White House is one of the most obvious targets imaginable in a major attack on the United States. Everybody knows where it is. Building an enormously strong shelter directly underneath a location an enemy would have every reason to target therefore involves an unavoidable paradox.
The stronger the bunker becomes, the more formidable the weapon an adversary might allocate to destroying it. A hardened underground facility could provide excellent protection against many emergencies. Terrorist attacks, conventional explosions, chemical or biological incidents, civil disorder and attacks elsewhere in Washington are all conceivable circumstances in which getting the President underground quickly would make excellent sense. Even in a nuclear crisis, a bunker could be indispensable where warning time was extremely short.
But a direct or sufficiently close nuclear strike is another matter altogether. Popular imagination sometimes treats an underground bunker as though being beneath several metres of concrete makes its occupants almost magically immune from events above. It does not. Nuclear weapons produce blast, heat, radiation, ground shock and enormous structural loads. Underground construction can provide tremendous protection, but protection is not absolute. A sufficiently severe attack can damage entrances, ventilation, communications and surrounding infrastructure even where the central shelter itself survives.
There is also the mundane but important problem of what happens afterwards. Survival for ten minutes is not the same thing as maintaining a functioning presidency for ten days. A command facility requires power, communications, breathable air, water, medical capability and some means of remaining connected to the military and the rest of government. This is why presidential protection cannot sensibly depend upon one gigantic hole beneath Pennsylvania Avenue.
The more interesting concept is mobility combined with dispersal. If warning and circumstances permit, the ideal outcome may be to remove national leadership from an obvious target rather than simply burrow more deeply beneath it. A secure underground transport connection to a remote evacuation point is an intuitively attractive idea: instead of waiting beneath the bullseye, move the President away from it.
There are obvious limits to discussing how such a system should actually operate. Presidential evacuation arrangements are secret for good reason, and publicly identifying routes, destinations or vulnerabilities would defeat their purpose. But at the level of strategic principle, the distinction is clear enough. A shelter protects the President where he is; an evacuation system attempts to ensure that an enemy no longer knows precisely where the President is.
Interestingly, this is not a new insight. Historian Garrett Graff has described presidential continuity planning in essentially those terms: the objective is ultimately to move the President away from the location everybody knows he occupies and toward somewhere an adversary cannot confidently locate him. The White House bunker therefore makes most sense as one component of a larger continuity system rather than as an impregnable final refuge. Public reporting has also long indicated that the American continuity system extends well beyond the White House itself. There are alternative command facilities and airborne command capabilities designed precisely because no single fixed installation can be assumed to survive every conceivable attack. The President's survival is ultimately a systems problem, not a concrete-thickness problem.
This makes some of the breathless speculation surrounding the new White House construction beside the point. Yes, there really is substantial underground construction. Yes, much about it remains secret. That is exactly what one would expect of a facility associated with presidential security.
The important question is whether the enormous expenditure produces a genuinely resilient continuity system. A modernised bunker could make very good sense. The old PEOC originated in an era when Franklin Roosevelt was worried about conventional bombing. Today's threat environment includes nuclear weapons, precision weapons, drones, terrorism, electromagnetic disruption, cyberattack and potentially weapons that have not yet been publicly disclosed. A presidential emergency facility designed around the technological assumptions of 1942 plainly requires modernisation.
But concrete alone cannot solve the problem. The best survival architecture would logically be layered. Immediate danger requires somewhere extremely close that can be reached within minutes. A prolonged national emergency requires communications and life-support capability. A developing strategic attack may make dispersal preferable to remaining underneath one of the world's most recognisable buildings. And if terrestrial command facilities become unusable, the United States requires alternative means of maintaining national command authority.
That is why the bunker beneath the White House should neither be mocked as paranoid extravagance nor romanticised as an underground Noah's Ark from which the President can comfortably watch Washington disappear.
It is insurance. And like all insurance, its value depends upon precisely which catastrophe occurs. If a terrorist bomb explodes near the White House, going downstairs could be exactly the right answer. If there is an airborne attack elsewhere in Washington, the bunker might again be invaluable. If warning of a much larger strategic attack arrives with almost no time available, getting underground may be the only realistic option.
But where adequate warning exists, there is an obvious attraction in another principle: do not merely make the bullseye stronger. Get the person you are trying to protect away from the bullseye altogether.
The mystery surrounding the White House bunker will inevitably produce conspiracy theories because secrecy creates an information vacuum and human imagination eagerly fills it. Some secrecy, however, is not evidence of conspiracy. In this case it is an essential part of the defence.
