“Just days after a high-level meeting in Rome this week, during which Russia reiterated a grave warning to the US – Moscow will not tolerate American military intervention to topple the Venezuelan government with whom it is allied - it appears Russia is taking no chances with its South American ally. After the Rome meeting, Ryabkov said bluntly: “We assume that Washington treats our priorities seriously, our approach and warnings.” One of those warnings delivered by Ryabkov is understood to have been that no American military intervention in Venezuela will be tolerated by Moscow. For his part, Abrams sounded as if he had emerged from the meeting after having been given a severe reprimand. “No, we did not come to a meeting of minds, but I think the talks were positive in the sense that both sides emerged with a better understanding of the other’s views,” he told reporters. “A better understanding of the other’s views,” means that the American side was given a red line to back off.”

“A cargo plane bearing the Russian flag was spotted by AFP at the main airport in Venezuela Sunday amid reports that Moscow has dispatched troops and a senior military official to the country. The aircraft was seen at Maiquetia airport outside Caracas guarded by a contingent of Venezuelan National Guardsmen. Javier Mayorca, an independent journalist, reported on his Twitter account the arrival of two Russian panes — an Antonov-124 cargo plane and a smaller jet — late Saturday at the airport. He said around 100 Russian soldiers led by General Vasily Tonkoshkurov, head of the Mobilization Directorate of Russia’s armed forces, disembarked along with about 35 tons of equipment. A picture of a Russian flagged aircraft posted on social media showed men in uniform clustered around it on the tarmac. There was no confirmation from Venezuelan authorities, and the Russian embassy in Caracas declined to comment to AFP on the report, which was widely carried by Venezuelan media.
Russia and China are the main allies of Venezuela. Both have lent billions of dollars to the oil-rich South American country, propping up the anti-US government of President Nicolas Maduro. Russia has also vocally opposed US moves to sanction Maduro and his government, and to recognize opposition leader Juan Guaido as Venezuela’s interim president. US moves against Caracas have ratcheted up in recent weeks, with President Donald Trump warning “all options” — implicitly including US military intervention — were being considered. On April 28, US sanctions are to jump up a level with a ban on crude imports from Venezuela. America is historically Venezuela’s biggest oil buyer, and that step is expected to severely crimp the Maduro government’s already diminished finances. Russia has previously signalled its support for Maduro by sending two TU-160 bombers to Venezuela last December to take part in a military exercise. Russia’s President Vladimir Putin has a record of ordering his military — or paramilitary — forces into several theaters to challenge US strategies, notably in Syria and Ukraine. However, any Russian foothold in Latin America, especially Venezuela, would alarm the US military. It would also be a political test for Trump, who has routinely avoided criticizing Putin.”

“In simulated World War III scenarios, the U.S. continues to lose against Russia and China, two top war planners warned last week. “In our games, when we fight Russia and China, blue gets its ass handed to it" RAND analyst David Ochmanek said Thursday. RAND's wargames show how US Armed Forces - colored blue on wargame maps - experience the most substantial losses in one scenario after another and still can't thwart Russia or China - which predictably is red - from accomplishing their objectives: annihilating Western forces. "We lose a lot of people. We lose a lot of equipment. We usually fail to achieve our objective of preventing aggression by the adversary," he warned. In the next military conflict, which some believe may come as soon as the mid-2020s, all five battlefield domains: land, sea, air, space, and cyberspace, will be heavily contested, suggesting the U.S. could have a difficult time in achieving superiority as it has in prior conflicts. The simulated war games showed, the "red" aggressor force often destroys U.S. F-35 Lightning II stealth fighters on the runway, sends several Naval fleets to the depths, destroys US military bases, and through electronic warfare, takes control of critical military communication systems. In short, a gruesome, if simulated, annihilation of some of the most modern of US forces. “In every case I know of,” said Robert Work, a former deputy secretary of defense with years of wargaming experience, “the F-35 rules the sky when it’s in the sky, but it gets killed on the ground in large numbers.”
So, as Russia and China develop fifth-generation fighters and hypersonic missiles, “things that rely on sophisticated base infrastructures like runways and fuel tanks are going to have a hard time,” Ochmanek said. “Things that sail on the surface of the sea are going to have a hard time.” "That’s why the 2020 budget coming out next week retires the carrier USS Truman decades early and cuts two amphibious landing ships, as we’ve reported. It’s also why the Marine Corps is buying the jump-jet version of the F-35, which can take off and land from tiny, ad hoc airstrips, but how well they can maintain a high-tech aircraft in low-tech surroundings is an open question," said Breaking Defense. Meanwhile, speaking purely hypothetically of course, "if we went to war in Europe, there would be one Patriot battery moving, and it would go to Ramstein. And that’s it,” Work complained. The US has 58 Brigade Combat Teams across the continent but doesn't have anti-air and missile-defense capabilities required to handle a barrage of missiles from Russia. RAND also war-gamed cyber and electronic attacks in the simulations, Work said; Russia and China tend to cripple US communication networks. "Whenever we have an exercise and the red force really destroys our command and control, we stop the exercise," Work said without a trace of humor. Beijing calls this “system destruction warfare,” Work said. They aim to “attack the American battle network at all levels, relentlessly, and they practice it all the time.”
